On March 13, 2026, the EU Council adopted a negotiating position combining new prohibitions on AI-generated non-consensual intimate imagery and CSAM with extended compliance timelines.
Standalone high-risk AI systems face compliance on December 2, 2027. Embedded systems receive until August 2, 2028. Only 8 of 27 member states have designated national contact points.
The prohibition was championed by France and Spain, with Germany and Slovakia threatening to block without it. 57 European Parliament members endorsed the measure.
