Oracle wants the next enterprise app to start not with a blank screen and a developer, but with a sentence. On July 14, the company introduced an AI-native builder experience inside Oracle AI Agent Studio for Fusion Applications, letting business users describe the software they need in plain language and have the system assemble the agents, workflows, and data connections behind it. It is Oracle's most direct bet yet that the way companies build enterprise software is about to change shape entirely.
The centerpiece is the Agentic Applications Builder, a natural-language environment that lets non-developers compose what Oracle calls Fusion Agentic Applications without writing code. Oracle frames these as "a new class of enterprise application" — outcome-driven systems backed by teams of specialized AI agents that "reason, coordinate, and decide, then execute work through Fusion business objects, workflows, tools, policies, approvals, and logged actions." In plainer terms: instead of a static app that records what happened, you get software built around a goal — accelerating financial close, improving collections, reducing service escalations — that actually does the work.
One studio, three ways to build
What makes the release notable is that Oracle is not just courting the no-code crowd. The new builder folds no-code, low-code, and pro-code development into a single Fusion-native framework. Business users start in natural language. Developers and partners, meanwhile, get a new "AI Studio Skill" that lets them build with the tools they already use — Visual Studio Code, standard command-line interfaces, Git-based workflows, and AI coding assistants including OpenAI's Codex and Anthropic's Claude Code. A new public GitHub repository will supply templates, starter projects, sample applications, and reference architectures.
That hand-off between the two audiences is the pitch. "A business user, if they're comfortable with a natural language interface, can go in and build it," said Kaushal Kurapati, group vice president of applications development at Oracle. "They can [also] quickly prototype, show it to a developer and say, 'Look, why don't you harden this with all the safeguards, guardrails, testing use cases and everything, and build me that same thing in Codex?'"
Chris Leone, executive vice president of applications development at Oracle, cast the move as a generational shift in what enterprise software is for. "Enterprise software is moving beyond systems that record work to systems that actively drive and execute outcomes," he said. "With this new builder experience, customers and partners can build Fusion Agentic Applications that are backed by specialized agent teams and run natively inside Oracle Fusion Applications, where the business objects, workflows, security, approvals, and auditability already exist. This is fundamentally different from building disconnected AI automations and then trying to bolt on enterprise controls later."
That "bolt on later" jab points at Oracle's real argument. The company insists these are not AI wrappers or standalone copilots living outside the system of record. They run natively in Oracle Fusion Applications, inherit Fusion's security and governance controls, act against Fusion business objects, and carry the audit trail enterprises demand. Oracle's contention is that the hardest part of enterprise AI is not the model — it is identity, data access, approvals, observability, and lifecycle management, all of which it says come built into the runtime rather than reassembled after the fact.
The agent-builder arms race
Oracle is arriving at a party that is already crowded and loud. Salesforce has pushed Agentforce and its Atlas reasoning engine as CRM-native agents that act autonomously; Microsoft's Copilot Studio leans on its 365, Azure, and Power Platform gravity; and ServiceNow now offers hundreds of AI Skills spread across dozens of product modules. Each vendor is racing to make its agent tooling so entangled with an existing platform that leaving becomes impractical — the 2026 enterprise agent market is, as one comparison bluntly framed it, less a capabilities contest than a switching-cost contest.
Oracle's differentiation is architectural: keep the agents, security, APIs, and governance inside the application platform rather than orchestrating them from outside. "Unlike alternative approaches that build agents outside the application platform, Oracle keeps agents, security, APIs, access, and governance all within a well-defined, trusted, and proven modern application platform," said Holger Mueller, vice president and principal analyst at Constellation Research. He also captured the more sober mood among buyers: enterprises are no longer asking large language models to do everything in sight. Kurapati echoed the point, describing the design as a "combination of AI-assisted reasoning with LLMs, but yet a deterministic runtime execution" — the flexibility of the model paired with the predictability an enterprise workflow requires.
The commercial framing is aggressive. AI Agent Studio remains available at no additional cost to Fusion Applications customers, and Oracle says more than 80,000 certified experts are now trained on it. The builder extends the 1,000-plus AI agents already delivered in Fusion and the 22 Fusion Agentic Applications Oracle launched earlier this year, with an expanding AI Agent Marketplace to distribute more.
What to watch
The open question is adoption versus ambition. "No additional cost" removes a barrier, but building durable agentic applications still demands the governance discipline Oracle is advertising — and whether line-of-business users actually ship production apps, or merely prototypes that developers must rebuild, will decide if this is a platform shift or a demo. Watch for named customer deployments, how the GitHub asset library matures, and whether rivals answer Oracle's "native runtime" argument with governance stories of their own. The plain-language app is finally here; the harder test is whether it survives contact with an auditor.
