The Checkout Button Disappears
For decades, the final step of any online purchase has been the same: a human clicks "Buy Now." Visa and OpenAI want to make that step optional — and this week, they moved to prove it.
At the Visa Payments Forum in San Francisco on June 10, Visa announced a strategic collaboration with OpenAI to embed its global payment network directly into ChatGPT and OpenAI's broader suite of agentic products. The deal, the most significant convergence of AI and payments infrastructure announced to date, means an AI agent operating inside ChatGPT can now initiate and complete a purchase at potentially any of the tens of millions of merchants worldwide that accept Visa — without the user ever seeing a checkout page.
"AI will transform commerce more profoundly than the internet or mobile technology ever did," said Jack Forestell, Visa's Chief Product and Strategy Officer, in the official announcement. "As AI agents become active participants in the economy, Visa's focus is to ensure transactions are trusted, secure and seamless. That's the infrastructure we're building with partners like OpenAI."
What Launched and How It Works
The partnership operates under Visa Intelligent Commerce, Visa's platform for extending secure payment capabilities into AI-driven environments. Under the integration, Visa will supply OpenAI with access to its global network, payment tokenization, real-time authorization, agent identification, and fraud monitoring infrastructure.
The security architecture is built around tokenization rather than raw card numbers. Sensitive card credentials are replaced with network tokens that are bound to a specific agent and a specific use case, meaning a token issued for one purchase session cannot be reused or redirected. These tokens carry enriched contextual signals — transaction type, agent identity, behavioral history — that allow Visa's fraud models and bank issuers to make more confident authorization decisions in real time.
Critically, the system operates inside guardrails set by the consumer or business, not the AI. Users can define spending limits, restrict transactions to specific merchant categories, require explicit approval before any charge clears, or set any combination of these controls. Visa handles chargebacks and refunds in the normal way. The agent executes; the human remains in command.
"Commerce is going to happen in many more places and in many more ways than it does today, and agents will play an increasingly important role in helping people complete tasks that involve money — from purchases and payments to more complex transactions," said Marco Mahrus, OpenAI's Head of Partnerships for Commerce. "By integrating with Visa Intelligent Commerce, we're building the infrastructure for secure, transparent, and user-controlled agentic transactions."
The Bigger Vision: Agents That Pay for Code, APIs, and Infrastructure
Consumer shopping is only the opening chapter. OpenAI's Codex coding agent is a named target: under the partnership framework, Codex agents could eventually purchase API access, compute credits, or developer services autonomously within user-defined limits. Visa also demonstrated a Command Line Interface proof of concept that lets AI agents pay for digital services directly in the terminal using tokenized credentials.
"We believe a growing share of creation and transactions will be led by developers using AI tools," Forestell said. "We are working with the industry to make cards the best way to pay in the Command Line."
The Payments Rail Land Grab
The Visa-OpenAI announcement is the loudest shot so far in a structural competition for the payment rails that will underpin the agentic economy. Mastercard, which unveiled its Agent Pay program in 2025, announced further developments on the same day — outlining its Agentic Tokens framework and deepening its own OpenAI collaborations. Both networks are now openly racing to become the default trust layer between AI systems and the global merchant base.
The stakes are real. More than one in five consumer transactions are already "really being influenced by what [users are] learning through LLMs," Rubail Birwadker, Visa's global head of growth, told Axios — faster than the company had projected. The network that pre-positions its infrastructure inside the leading AI platforms first will enjoy durable advantage as purchasing decisions migrate from keyboard to agent.
Trust, Fraud, and the Open Questions
Agentic payments surface new risk categories the traditional fraud playbook was not designed to handle. Who authorized a transaction — the user who set a spending limit three weeks ago, or the agent that interpreted a new instruction today? Visa's announcement introduced three capabilities aimed at these challenges: Agent Score (co-built with New Generation) lets merchants evaluate whether AI agents can reliably transact on their sites; an Agentic Directory lists Visa-verified agents and merchants as trusted ecosystem participants; and a Large Transaction Model trained on billions of historical transactions improves fraud detection while reducing false declines — a trade-off the industry has long struggled to optimize.
At launch, the partnership requires human approval for most transactions. OpenAI has tried in-chat commerce before — its Instant Checkout feature, launched in September 2025 for Etsy merchants inside ChatGPT, never gained traction and was scaled back this year. The Visa deal takes a structurally different approach: rather than building a proprietary checkout layer, OpenAI is plugging into payment rails merchants already accept.
What to Watch Next
The partnership is a framework, not a finished product — no launch date or concrete user experience has been announced. Watch for: when Visa-authenticated transactions reach broad ChatGPT users; how issuing banks handle authorizing AI-initiated charges at scale; whether the Agentic Directory and Agent Score hold up against adversarial manipulation; and whether Mastercard achieves comparable integration elsewhere. The competitive framing is set. The question is which network's trust layer gets so embedded in AI platforms that switching becomes costly — and which gets there first.
